The basic system is that you create a sponsor who has a set of attributes, then each game you hire whatever players you like using your available funds. Players are more/less expensive depending how many matching attributes they have with your sponsor. Players do not advance because even if you hire the same set of players each game, they are probably just equivalent players rather than the same people. Instead, your sponsor can gain levels which can be used to buy stuff pre game (like cards/dice/etc). Extra money can also be earned by placing bets on the outcome of games (I think bets are one of the things you can buy with your levels). Wrote this without referencing the book so assume this is only a vaguely correct description.
