Because they have idiots working there (not all of them, just a lot).
Ltd Ed Space Hulk sold because people wanted Space Hulk.
Ltd Ed Dreadfleet didn't sell, because people wanted Man'O'War.
But rather than see that as a reason to release games that people have asked for (M'O'W, Mordheim, Necromunda, Quest and Blood Bowl [maybe]) they assume if it isn't 40K based it won't sale.
All that, and SH helps sell 40K (especially if they put in a few rules for models that weren't in the last one), whereas something like M'O'W, even a proper one, doesn't lend itself to WFB sales.
And add some more rules (say Power Armoured Marines) and you can sell it again to those that bought the Ltd Ed.
And finally, why keep a Ltd Ed a Ltd Ed when you can sell it again (DA Sargent for example) in store and make more money.
