I just read the complete rules now that they can be found online. I think I can safely say I won't be going near this. The balancing mechanism is a complete joke. You alternate deploying units until one player stops then the other player can just keep going. If a player is outnumbered by more than a third then they get a bonus victory condition. This means, for example, that in a battle of one bloodthirster vs two goblins, the bloodthirster gets a bonus. If your opponent stops deploying when you both have 100 models on the table, you can then proceed to deploy 33 dragons and they won't get any bonus. I'm not sure how this is going to be fun for anyone involved.
Also the crazy rule that gives you a bonus if you won you last game is just ridiculous. Not as part of a campaign system, just generally, in every game. "Before I came here today I won a game against my 4 year old brother so I get to roll on this bonus table". Oh dear.
It may bring more people in with it's (relative to previous gw games) low cost of entry, but they won't stay. It's so full of holes that it is hardly going to encourage them to stick around and find a game worth their time.
