Just seen this posted in the Necromunda FB group (because 99.9% stuff there is about Newcromunda ), no idea if it's correct or not:

Bit annoyed at this as I was hoping all the Uprising stuff would be printed separately for those of us that bought the original N17 Starter set"

The contents pages are both visible on the preorders, so yeah, you will need both books for all the new rules.

Good old Ebay. Job’s a good’un assuming this includes the tactics cards.

Just watched an unboxing and all the cards come in a single shrink wrapped deck so you should hopefully get them all.

That’s a good price too.
