Chance to spend audience votes at end of gear phase

The gear phase doesn’t advance until everyone passes consecutively (bottom of page 19) and the blue text on page 89 makes it very clear you still you get your turn to activate a vehicle even if you have no qualifying vehicles, and can use that turn to spend votes before you pass.
So when every car has activated in a gear phase there is still a round of passes (with associated chance to spend votes) before the next gear phase starts.
Also sorry for making it into a debate tonight when it wasn’t even particularly relevant to the game. I was getting tired and apparently that makes my rules pedanticism even worse!
