Kill Team 28 toolbox

It's a toolbox for making custom Inq28 style Kill Teams to use in Kill Team. Apparently it's not strictly balanced, but gives that freedom to create that the KT warband rules didn't quite (in my opinion at least) have.
There's a lot of counts as X out there, but this is kind of like the Venator rules for Necromunda.
