Hiring old gangers into new gangs

You have the "off shoot" rule that allows for when a gang reaches 3,000+ gang rating to create a new sub gang, but what about if I want to start a new gang but also want to keep some of my experienced gangers from the old gang? (assuming the same House of course).
As long as you pay the advanced cost, and stick to the 1,000 cred starting limit for new gangs, I don't see an issue.....
