Rules Summary:

1100 TV
6 points for skills (normals cost 1 pt, doubles cost 2 pt, stacking a second skill on same player costs an additional 1 pt.)
No spam restrictions
2/1/0 points for W/D/L. 5 pts per cas caused (any means). 125 pts for raffle winner. (Highest point total is declared the tournament winner and awarded a prestigious NAF trophy)

So you have to win all six rounds and cause 23 casualties just to get more points than are awarded to the winner of the raffle?!? This makes no sense at all.

Nope - it's making a "statement". Some people have kicked off about bonus points in BB events, and that some bonuses allow people without the top record to win events/place higher than "pure" tournaments that have scoring like 2/1/0. The NAF has no rules about how an event is scored, so this is taking it to the extreme to try to force the NAF in some way to make a ruling on it.
