The way I was thinking this would work would be:

My characters are modelled with 4 guys on the base with them. Just ignore that. I guess their base size is a bit larger than it should be.
Tactical squad bases have only regular marines on them. Each squad is 10 man and has a missile launcher. Same weapons everywhere to make things easy to remember.
Devastator squad bases have a missile launcher guy on them. Each squad is 10 man and has 4 missile launchers. Same weapons everywhere to make things easy to remember.
Bikes are 9 man squads but modelled as 6 because it makes more sense to have 1 base represent the minimum squad size of 3 (bases in epic were always 2-3 bikes).
Dreadnoughts are all contemptors with assault cannons as modelled.
Land Speeders all have the same weapons across the whole army to make it easy to remember.

Similar thinking here with the weapons. All Termi squads will be 2 bases of 5 guys for a 10 man squad. The Terminator models come with storm bolters or assault cannons, so 2 assault cannons in each squad - 1 per base.

Decided on Custodes squads over Deathwing Knights. Their min base size is 3 guys on a base. Was going to do 3 x 5 man squads. But following your thinking on the bikes I may model to minimum count and run 5 squads of 5 with 3 on a base - which can be reduced if need be to squads of 3. This particular sprue has 18 minis, 3 are coming off to be HQ units for the Terminators.

I'll probably follow your lead on the bike squads there too. I'm using 2 of these cool little quads kits, the ones with plasma guns will be Ravenwing Black Knights. Although Black Knight squad sizes are 3, 5 and 10, rather 3, 6 and 9 so not sure how that will work yet. Maybe 2 on a base and have 2 x 3 man squads.

Also, managed to swap the order to nicer round bases

Cool stuff! Wish I still had all my epic stuff, Apocalypse suits that scale so much better.

Loads on eBay, and the vanguardminiatures.co.uk site is reasonably priced too

I think I'd still go with 2 per base, and number of bases shows the tier of unit size, rather than trying to match exact model count

I can't decide if I've gone too far, or not too far enough...

Looking good. I've made very little progress on mine. It's hard to find any motivation when I have no idea when we might actually be able to play. I did have a think about boards and scenery though. I have a ton of the old epic ruins I could get some bases for to make area terrain.

I know that feeling. I've hardly touched or bought anything the last 6 weeks or so. If these were full scale I'd still be dragging my feet I think.
