Select "User Control Panel"
Then "Board Preferences"
Under "Edit Global settings"
Make sure your timezone is set as UTC and that you have "Summer Time" unticked.

Before anyone complains the time on the forum is incorrect make sure you've got the correct timezone on your account.
Select "User Control Panel"
Then "Board Preferences"
Under "Edit Global settings"
Make sure your timezone is set as UTC and that you have "Summer Time" unticked.
